A health policy analyst says the move comes amid a broader trend of insurer exits as several federal policy changes fuel declining enrollment. Mending, one of the few remaining carriers offering Affordable Care Act plans in Oklahoma, announced it will not renew its individual market policies after this year. The decision leaves thousands of Oklahomans scrambling for coverage options in a state already known for limited competition.
The company cited financial losses and an unstable regulatory environment as key reasons for the pullout. Industry experts point to the expiration of enhanced premium subsidies and stricter federal oversight as factors squeezing smaller insurers. Enrollment in ACA plans has dropped nationally, with many consumers shifting to employer-based coverage or Medicaid.
For Oklahoma residents, the exit narrows an already thin market. In many counties, only one or two insurers now offer plans. The state has seen a pattern of carriers leaving since the ACA's early years, when major players like Blue Cross Blue Shield of Oklahoma dominated. Now, with Mending's departure, some areas may face a complete lack of options for 2025 coverage.
Analysts warn that without policy changes to stabilize the market, more insurers could follow suit. The Biden administration has proposed extending subsidies, but congressional approval remains uncertain. For now, Oklahoma consumers must shop early and carefully during the next open enrollment period to avoid a gap in coverage.
